Chief Executive

Steven Caldwell (Wellington)

Steve has been our Chief Executive since 2006, during which time he has overseen considerable growth in our implementation activities as well as guiding changes in our research methodologies to be more flexible in a changing marketplace.

Steve has an abiding commitment to improving the lives of people affected by adversity. He has been the Chief Executive Officer of Victim Support, the Chief Executive of Caritas Aotearoa New Zealand, a manager for IHC and a practicing nurse.

During his time at Caritas, Steve was involved in developing and implementing emergency aid programmes to assist victims involved in some of the worst natural and man-made disasters of the last two decades, including the 1994 genocide in Rwanda and the 1998 Tsunami that devastated the remote coastal village of Aitape in Papua New Guinea. Steve’s work with Caritas saw him elected as the President of Caritas Oceania and one of 7 Vice-Presidents of Caritas Internationalis.

During his employment with Victim Support, Steve worked hard to improve the rights of victims in the criminal justice system and to ensure that services available for victims are in accordance with their needs. He was influential in helping to shape the state of the legislation effecting victims in New Zealand, including the introduction of the Victims Rights Act 2002, the Sentencing Act 2002 and the Parole Act 2002. He also managed Victim Support’s restructuring from a confederation of 67 independent agencies to a single organisation responsible for providing services to all victims of crime and trauma throughout New Zealand.

Our business development team is responsible for maintaining relationships with our main clients and the development and maintenance of our project management practices.

Stuart McCaw - Manager (Wellington)

Stuart has been our business development manager since 2007. Stuart has responsibility for maintaining and developing our brand. Looking after our relationships with our main funders and assisting with the quality of our projects.

Stuart has worked on projects across the health sector for over 15 years, including the process of devolving funding, contracts, information and staff out of the Ministry of Health to District Health Boards; the establishment of a Programme Management Office within the Ministry; and a significant change project in mental health community settings.

Stuart has also worked on our projects, including our programme of work supporting the implementation of the autism spectrum disorder guideline (see e.g., www.asdguideline.com ).

Steven joined NZGG in 2007. He provides web, design, project and financial support to all of our projects. Examples of work that he has provided design and/or web development project management support to include: www.asdguideline.com, www.beatingtheblues.co.nz, and this one.




Research Team

The NZGG Research Team undertakes high quality evidence reviews, producing useable and highly reliable summaries of the most current international and local evidence to help guide practitioners in their work. NZGG employs the largest pool of systematic reviewers in New Zealand. This expertise is complemented by our information specialist and by additional strengths in narrative reviewing and group facilitation.

Anita Fitzgerald - Assistant Research Manager (Auckland)

Anita joined the NZGG in March 2007. Prior to this she worked as a research fellow for the National Collaborating Centre for Women's and Children's Health in London writing clinical practice guidelines for NICE. Anita has a background in public health research and has been significantly involved in a number of our major research projects. Anita is a Cochrane review author, an external advisor to the recently developed NHS evidence accreditation programme, and is part of the Guidelines International Network (GIN) Adaptation group and the GRADE working group.

Marita Broadstock - Senior Researcher (Christchurch)

Marita has been with us since 2008. Originally trained in health psychology, Marita worked for the Cancer Council of Victoria's Centre for Behavioural Research in Cancer from 1989-1995. There she conducted programme evaluation and development research, with an emphasis on skin cancer prevention and tobacco control. She obtained her MSc at the University of Melbourne, investigating coping strategies used by cancer patients. In the UK, Marita conducted a three-year NHS funded study at Cambridge University to investigate the psychological consequences of genetic testing for hereditary breast ovarian cancer. From 1999-2007, Marita produced systematic reviews for health technology assessment agencies based at the Christchurch School of Medicine, Otago and the Health Sciences Centre, Canterbury. One of her major roles at NZGG has been as project manager to the Living Guideline Group for the NZ Autism Spectrum Disorder Guideline.

Julie Brown - Senior Researcher (Auckland)

Julie has been with us since 2008. Julie is a highly experienced systematic reviewer (author on over 12 published Cochrane reviews) for both NZGG and the Cochrane Collaboration Menstrual Disorders and Subfertility Group. Julie was the international updating officer for 

the Cochrane Collaboration in 2008.

Julie has worked as a Research Fellow and a Senior Research Fellow at the University of Auckland on a project examining the clinical pathway of colorectal cancer patients and was awarded the Bruce Blue Award by the Genesis Oncology Trust.

In the UK, Julie worked on two NHS health technology assessments and was a Cancer Research Network manager. Julie is also a qualified nurse. 

Catherine Coop - Researcher (Auckland)

Catherine joined us in 2005 and has contributed towards a number of our major research projects. She has a Masters in Public Health from the University of Auckland and previously worked as a nurse in a variety of hospital settings in New Zealand and the UK.

Margaret Paterson - Information Specialist (Christchurch)

Margaret’s role as our Information Specialist is to undertake comprehensive literature searches for guideline development. Margaret has over 10 years’ experience in health information, formerly working as a medical librarian at the Canterbury Medical Library and an Information Specialist at New Zealand Health Technology Assessment.





Implementation Team 

We have over 11 years’ experience in the implementation of evidence-based guidance. Our current team comprises experts in implementation planning, development and distribution of hardcopy and electronic aids for clinical practice, integration of guidance into electronic decision support systems, education, audit support and evidence-practice gap analysis, and quality improvement collaboratives amongst other things.

John Fraser - Manager (Wellington)

John studied economics and management as an undergraduate, and epidemiology and medical sociology at post graduate level.

John manages a team of implementers who work across the health sector to deliver supports and systems for the translation of NZGG guidance into every day clinical practice.

John’s interest in the implementation of evidence reflects his background as a Senior Research Fellow at the Health Services Research Centre, Victoria University of Wellington. There he managed a national evaluation of New Zealand's clinical points score and booking systems for elective surgery, as well as studies into the impact of hospital safety and quality practices on measured patient outcomes, and variation in clinical judgments of priority in general surgery.

Before that role John held management positions in the NHS and in the New Zealand health sector.

Leonie Brunt - Information Manager (Wellington)

Leonie has been with us since 2002 after three years as Research Manager in a private sector consultancy. Her previous experience includes five years as Prospect Research Manager at Cornell University, New York.

Leonie manages the production of our implementation resources, whether web-based or in hardcopy. She also coordinates activities that promote evidence-based decision making, such as conferences and the development of supporting resources.

Anne’s work as medical editor and writer for NZGG draws on extensive experience in medical publishing, including production of consumer and continuing medical education resources for web and print and publication management of peer-reviewed medical journals. Anne has worked in a variety of health and education settings.


Catherine Gerard - Implementation Analyst (Wellington)

Catherine Gerard 002Catherine joined NZGG in May 2009. Catherine comes from a clinical research background, having worked as a Research Scientist designing and implementing a clinical research programme. She has experience taking clinical trials from inception through contract, budget and ethics to trial completion and write up. Catherine’s role at NZGG is to develop implementation plans for guidelines to support and encourage the use of guideline recommendations. This role also draws on her experience in medical writing.Catherine joined us in 2009. Catherine’s role is to design and develop implementation plans and tools to support and encourage the use of evidence-based practice recommendations. Catherine developed NZGG’s implementation plan for the Management of Early Breast Cancer and is project manager for the RapidE on the Management of Type 2 Diabetes. This role also draws on her experience in medical writing. Catherine comes from a clinical research background, having worked as a research scientist designing and implementing a clinical research programme in respiratory humidification.

David Kane - Implementation Analyst (Auckland)

David comes from a primary care background including community pharmacy, clinical facilitation, medical writing, quality improvement and most recently, project management. David’s current role as an implementation analyst is to work with a sector-led advisory group on an implementation plan for the recently published guideline Suspected Cancer in Primary Care: Guidelines for investigation, referral and reducing ethnic disparities. 

David retains a strong interest in clinical governance and quality improvement.David joined us in 2009. David’s role is to develop implementation plans and tools to support and encourage the use of evidence-based practice recommendations. David developed NZGG’s implementation plan for the Suspected Cancer in Primary Care Guideline, and developed an analysis of gaps between current and recommended practice for the Management of Early Colorectal Cancer guideline. 

David has a strong interest in clinical governance and quality improvement. He has a primary care background, including community pharmacy, clinical facilitation, and quality improvement. David is currently also a hospital pharmacist in Thames.

David graduated from the Central Institute of Technology with a Diploma in Pharmacy




Corporate Services Team

Our corporate team is responsible for organising sector meetings, handling requests for information from the public and general administration for NZGG.

Stephanie Dixon - Manager (Wellington)

Stephanie is a foundation staff member of NZGG, joining in 1999. Stephanie is therefore the font of all historical knowledge! Stephanie has extensive private sector secretarial experience and office management training. Stephanie and her team provide financial and administrative support to the Chief Executive and NZGG staff, and administer our sector advisory teams and our Board. Stephanie and her team are also providing corporate support to the Consumer Collaboration of Aotearoa as part of our support for the consumer movement in New Zealand.


Kerri Magurk - Payroll/HR Administrator (Wellington)

Kerri joined NZGG in 2008 upon returning to New Zealand after a “2 year OE’ that developed into a 12year personal and professional journey. After gaining her National Diploma in Hospitality Management, Kerri travelled overseas and enjoyed a career focussing on hospitality operations and recruitment management. Kerri is responsible for managing the payroll system for NZGG, co-ordinating recruitment processes and carrying out generalist HR functions. 

Kerri is strongly interested in complementary therapies and is trained in both Therapeutic Massage and Reflexology. In addition to working part-time for NZGG, Kerri works in palliative care at Mary Potter Hospice two days per week, offering massage therapy to hospice residents and their supporting family/whanau.


Paula Bell - Administrator (Wellington)

PaulawebPaula has worked for us twice since 2003 as an Office Administrator and Web Administrator, bringing with her a wide variety of international corporate, finance and private sector secretarial experience.

Paula is responsible for administrative support for NZGG including accounts payables and arranging meetings for staff and various advisory groups. Paula also provides administrative support for the Consumer Collaboration of Aotearoa.

Paula assists Stephanie in her support to the Chief Executive and NZGG staff.
